They're either out of copyright, or were never copyrighted in the first place.
I have a friend who took an old classic book on advertising, written long before the Internet,
and inserted a little commentary at the end of each chapter adapting it to current conditions. Thus with little effort, he had his own product, without having to create anything from scratch.
I just gave you a pretty darn good and worthwhile idea.
And that's just one of probably 354,228 ways to do
this.
Another way is simply to republish, in eBook form, public domain works nobody knows about but would love, or works they do know about but can't find.
The source material is endless and the ideas are endless.
